Was born on 15 March 1955 in Yevlakh district.
In 1961, he entered secondary school No. 4 in Yevlakh
city and graduated from that school in 1971.
From July 1971 to August 1973, he worked as an engine mechanician
for engine repair at the Yevlakh Inter-District Motor Depot.
In 1973, he entered the full-time department of the
Law Faculty of Azerbaijan State University and graduated from the same
university with honours in 1978.
In 1978, he was hired by the Prosecutor's Office of
the Azerbaijan SSR on a distribution basis. From that date until 1979, he
worked as a trainee-chief investigator at the Ganja (Kirovabad) city
prosecutor's office, as a chief investigator in the same prosecutor's office in
1979-1985, and as an assistant prosecutor in 1985-1989.
In 1989, he worked as the deputy prosecutor of Gazakh
district, and in 1993, as the deputy prosecutor of Shamkir district.
From 1993 to 2000, he served as Deputy Prosecutor
General of the Republic of Azerbaijan. Having worked in this position until 21 April
2000, by Order of the President of the Republic of Azerbaijan, he was relieved
of his post and from the same date was at the disposal of the Prosecutor
General of the Republic of Azerbaijan.
By the Order of the President of the Republic of
Azerbaijan dated 10 February 2005, he was appointed to the position of
Military Prosecutor-Deputy Prosecutor General of the Republic of Azerbaijan. By
the Orders of the President of the Republic of Azerbaijan dated 10 February
2010, 8 April 2015, and 8 April 2020, he was reappointed to
the same position.
By the Order of the Prosecutor General of the Republic
of Azerbaijan dated 15 March 2005, he was awarded the badge "Honorary
Employee of the Prosecutor's Office".
By the Order of the President of the Republic of
Azerbaijan dated 24 June 2005, he was awarded the military rank of Lieutenant
General of Justice.
By the Order of the President of the Republic of
Azerbaijan dated 23 June 2006, he was awarded the medal "For Military
Merit".
By the Order of the President of the Republic of
Azerbaijan dated 27 September 2008, he was awarded the order "Flag of
Azerbaijan".
By the Order of the President of the Republic of
Azerbaijan dated 18 March 2015, he was awarded the honorary title of "Honoured
Lawyer of the Republic of Azerbaijan".
By the Order of the President of the Republic of
Azerbaijan dated 28 September 2018, he was awarded the Order "For Service
to the Fatherland" of the 2nd degree.
By the Order of the President of the Republic of
Azerbaijan dated 27 May 2019, he was awarded the Jubilee Medal "100th
Anniversary of the Azerbaijan Democratic Republic (1918–2018)".
By the Order of the President of the Republic of
Azerbaijan dated 2 February 2024, he was
awarded the jubilee medal "100th Anniversary of Heydar Aliyev
(1923-2023)".
By the Order of the President of the Republic of
Azerbaijan dated 17 March 17 2025, he was awarded the Order "For Service
to the Fatherland" of the 1st degree.
On 11 April 2025, upon the submission of the President
of the Republic of Azerbaijan, he was appointed to the position of Judge of the
Constitutional Court by the Decision of the Milli Majlis of the Republic of
Azerbaijan.
By the Order of the President of the Republic of
Azerbaijan dated 15 April 2025, he was discharged from active military service with
the right to wear a military uniform.
He is a candidate of law.
He is married and has three children.
