On May 6, on the occasion of the 99^th anniversary of Heydar Aliyev, the national leader of our people, architect and founder of the modern independent state of Azerbaijan, author of our first national Constitution, the Constitutional Court of the Republic of Azerbaijan hosted a scientific-theoretical conference on "Modern theoretical and practical approaches to the protection of human rights and freedoms in the XXI century."

In his opening speech, Chairman of the Constitutional Court Farhad Abdullayev spoke about the multifaceted activities of national leader Heydar Aliyev, his unparalleled historical services to the development of modern Azerbaijan and the strengthening of national statehood, and the role of great savior.

Chairman Farhad Abdullayev noted that in a short time, under the leadership of the national leader Heydar Aliyev, who chose the construction of a legal state as the most important direction of development, large-scale judicial and legal reforms began, significant successes were achieved in the construction of the legal system that has remained since Soviet times, on the basis of new democratic principles, the creation of a number of new institutions at the institutional level, rapid integration into the international community.

Touching upon the importance of the rich experience of state activity, the political heritage of the great leader, Farhad Abdullayev stressed that the Constitution adopted in 1995 by popular vote opened up wide opportunities for the development of statehood, the creation of a democratic, legal state, civil society in our country and the formation of a legal system in accordance with modern requirements, within the framework of this process, the institution of constitutional justice was established in the country.

It was noted that at present Azerbaijan under the leadership of the worthy successor of the great leader Heydar Aliyev - President Ilham Aliyev is going through a glorious period of national progress. Today, under the leadership of President Ilham Aliyev, dynamic development, rapid progress of our country are being ensured, grandiose projects are being implemented, Azerbaijan is being comprehensively updated, modernized, positive changes are taking place that allow us to represent our homeland in the world in a new way. Dynamic socio-economic development, further strengthening of our country's place in the world community - the result of successful continuation of the political course of the great leader Heydar Aliyev.

The legal reforms carried out in our country under the leadership of President Ilham Aliyev serve to further strengthen the rule of law and the rule of the Constitution, the development of a legal society, as well as more active integration of Azerbaijan into the family of civilized and developed states.

The Chairman noted that the brilliant Victory won under the leadership of the President, the victorious Supreme Commander-in-Chief Ilham Aliyev in the Patriotic War, is inscribed in golden letters in the heroic history of our people. Azerbaijan became a victorious country, and our people became a victorious people. Thanks to this Victory, new realities have arisen in the region. On the lands liberated from occupation, the legal force of the Constitution of the Republic of Azerbaijan was restored. The liberation of our occupied lands simultaneously ensured the restoration of the constitutional rights of citizens.

The event was attended by judges of the Constitutional Court of the Republic of Azerbaijan and responsible employees of its Administrative Office, Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Sabina Aliyeva, Chairman of the Bar Association Anar Bagirov, Professor of the Law Faculty of Baku State University Amir Aliyev, Dean of the Economic and Law Faculty of the National Aviation Academy, Doctor of Law Ayhan Rustamzade, scientists in the field of law, public persons.

The speakers emphasized that the brilliant personality - Heydar Aliyev, who led Azerbaijan at the end of the 20th - beginning of the 21st centuries, went down in the history of our people as a great savior. Far-sighted steps taken during the leadership of Heydar Aliyev by Azerbaijan, social, cultural, economic and intellectual investments created the ground for the independence of the Azerbaijani people in the future.

In the practical part of the conference, reports were presented on such legal topics, as "The role of the Ombudsman in the protection of human rights during the Patriotic War and in the post-war period," "Modern technologies as the most important tool of justice," "The role of the Constitutional Court of the Republic of Azerbaijan in the development of constitutional legislation," "Judicial doctrine regarding the interpretation of laws in accordance with the Constitution," "XXI century and new directions in the protection of human rights," "Modern theoretical and practical problems in the implementation of the right to education," "The role and importance of spiritual values ​ ​ in the development of the political and legal system," "Actual problems of criminological research of the personality of the criminal," etc., a wide exchange of views was held.

Summing up the results of the event, Farhad Abdullayev emphasized that the domestic and foreign policy of Azerbaijan, which is developing today in all spheres thanks to the purposeful activities of President Ilham Aliyev, gigantic creative work, as a result of which our republic became one of the influential states of the world, is a continuation of the political heritage of the great leader Heydar Aliyev. In recent years, our country has hosted numerous prestigious international political, cultural and sports events with great success, which is clear evidence of confidence in Azerbaijan at the international level, it was expressed confidence that large-scale measures aimed at ensuring the well-being of the Azerbaijani people will be permanent. It is noted that the historic Victory, won under the leadership of the head of state Ilham Aliyev in the restoration of territorial integrity and the return of our original lands, causes a sense of pride in each of us, it will encourage us to work with even greater assiduity.
