On May 7, the Constitutional Court held a scientific and theoretical conference on the topic "The Constitution of the Republic of Azerbaijan, created by the Great Leader Heydar Aliyev: as the basis of modern legal statehood," dedicated to the 102^nd anniversary of the birth of the National Leader of the Azerbaijani people Heydar Aliyev.

Speaking at the event, Chairman of the Constitutional Court Farhad Abdullayev spoke about the invaluable historical merits and the great saving role of the founder of the modern Azerbaijani state, Great Leader Heydar Aliyev and noted that the return of the National Leader to power after the restoration of the state independence of our country as a result of the insistence of the people saved the Azerbaijani statehood from serious threats, a fundamental turning point has occurred in the socio-political, socio-economic, scientific and cultural life of the country, and the successes achieved in all areas were the result of the policy of the Great Leader Heydar Aliyev.

The Chairman stressed that the whole stage of the history of Azerbaijan is directly connected with the name of the National Leader, that the outstanding politician Heydar Aliyev has done important work for the independence and development of the Motherland, the national and spiritual progress of the people, laid the foundation for the construction of a legal, democratic and secular state in Azerbaijan.

Speaking about the importance of the rich state experience and political heritage of the Great Personality of Heydar Aliyev, Farhad Abdullayev noted that the Constitution, prepared under the leadership of the Great Leader in 1995 and adopted at a national referendum, opened up wide opportunities for the development of statehood in our country, the creation of a democratic, legal state, civil society, the formation of a legal system in accordance with modern requirements. As part of this process, the institution of constitutional justice was created in our country for the first time.

It was emphasized that today the sacred ideas of the Great Leader Heydar Aliyev, aimed at protecting the freedom and independence of the Azerbaijani people, are being implemented under the leadership of his worthy successor - the President of the Republic of Azerbaijan, Mr. Ilham Aliyev. The judicial and legal reforms implemented in our country in accordance with the political and legal ideas of the Great Leader Heydar Aliyev serve to further strengthen the rule of law and the Constitution, the development of a legal society.

The Chairman brought to the attention of the Conference participants that as a result of the successful continuation in the modern era by the Victorious Supreme Commander-in-Chief Ilham Aliyev of the purposeful domestic and foreign policy and strategy for building the army laid down by the Great Leader Heydar Aliyev, the Azerbaijani Army won a historic Victory in the 44-day Patriotic War, putting an end to many years of occupation of our lands and restoring our territorial integrity, historical justice and international law. This Victory created new realities in the region, ensuring the legal force of the Constitution and the restoration of the constitutional rights of citizens on our lands liberated from occupation.

It was emphasized that in September 2023, as a result of local anti-terrorist measures carried out in Karabakh under the leadership of the Victorious Supreme Commander-in-Chief Ilham Aliyev in order to restore the Constitutional system of Azerbaijan, our Valiant Army fully ensured the sovereignty of our state throughout its territory and once again demonstrated the invincibility of the national spirit of our people.

It was noted that by the Decree of the President of the Republic of Azerbaijan Mr. Ilham Aliyev of December 28, 2024, 2025 was declared the "Year of the Constitution and Sovereignty" in the Republic of Azerbaijan, in connection with which a number of events are being held in the country. Also, along with these events this year, the Constitutional Court will organize an international conference in July dedicated to the 30^th anniversary of the adoption of the Constitution of the Republic of Azerbaijan.

The conference was attended by the Commissioner for Human Rights of the Republic of Azerbaijan (Ombudsman) Sabina Aliyeva, Rector of Baku State University Elchin Babayev, representatives of the Academy of Public Administration under the President of the Republic of Azerbaijan, the National Aviation Academy, the Academy of Justice under the Ministry of Justice of the Republic of Azerbaijan, the Center for Legal Expertise and Legislative Initiatives, the Police Academy of the Ministry of Internal Affairs, the Academy of the State Security Service named after Heydar Aliyev.

The speakers noted that the return to power of the outstanding political and statesman Heydar Aliyev marked the beginning of a new stage in the history of our country. The far-sighted steps taken during the period of the Great Leader's leadership of Azerbaijan and the significant social, cultural, economic and intellectual investments made in Azerbaijan created the basis for the Azerbaijani people to gain independence in the future.

Further, in the practical part of the conference, reports on various legal topics were heard and a wide exchange of views took place.

Summing up the event, Farhad Abdullayev especially noted that the successful policy of National Leader Heydar Aliyev, designed for a bright future for our country, is successfully continued today by his political successor, President Ilham Aliyev, in accordance with modern requirements. Azerbaijan is becoming an invincible and strong state, implementing many new projects in the world, comprehensively developing and moving from victory to victory. The Constitutional Court, in turn, will continue to strive to adequately ensure the supremacy of the Basic Law, authored by the Great Leader Heydar Aliyev, strengthen the process of building a democratic, rule of law state, protect the rule of law, supporting the progressive activities of President Ilham Aliyev.

At the end of the event, Chairman of the Constitutional Court Farhad Abdullayev presented awards to the winners of the legal Olympiad “Year of Constitution and Sovereignty”, held on April 25 among senior secondary school students of the Garadagh district of Baku.
