Was born on February 21, 1974 in Baku city.
In 1991 he left the secondary school No. 23 in Baku
city.
In 1996 he graduated with honors from the Faculty of
International Law of Baku State University.
From 1996 to 1998 he worked as consultant at the
Department of Generalization of Judicial Practice, Systematization and Support
of Legislation of the Supreme Court of the Republic of Azerbaijan, and as Head
of International Department.
From 1998 to 2010 he worked as Head of the
International Relations Department of the Constitutional Court of the Republic
of Azerbaijan, and from 2010 to 2025 as Secretary General of the Constitutional
Court.
On 4 July 2025, on the proposal of the President of
the Republic of Azerbaijan, he was appointed a
judge of the Constitutional Court by the decision of the Milli Majlis of the
Republic of Azerbaijan.
By the Order of the President of the Republic of
Azerbaijan of June 27, 2013 he was awarded the Order “For Service to the Fatherland” of 3rd degree.
By the Order of the President of the Republic of
Azerbaijan of May 27, 2019 he was awarded the jubilee medal “100th anniversary
of the Azerbaijan Democratic Republic (1918-2018)”.
By the Order of the President of the Republic of
Azerbaijan of July 13, 2023 he was awarded the Order "For Service to the Fatherland" of 2nd degree.
By the Order of the President of the Republic of
Azerbaijan of 2 February 2024 he was awarded the Jubilee Medal “100th
Anniversary of Heydar Aliyev (1923-2023).”
By the Order of the President of the Republic of
Azerbaijan of June 25, 2011 he was conferred the qualification rank of State
Counselor of the 2nd class.
