Ceyhun Qaracayev was born on June 20, 1965 in Baku.
The labor activity commenced in 1982 as the secretary
of court session of Baku city court.
In 1987 entered the faculty of law of Odessa State
University named after I.I.Mechnikova. In 1990 he was transferred to Baku State
University on the faculty of law which was graduated in 1993. Subsequently he
continued his research activities at the postgraduate faculty of law of Odessa
National Law Academy.
In 1998 he defended his thesis in constitutional law -
12.00.02 on "Constitutional rights and freedoms of man and citizen, and
international standards (based on the practices of Azerbaijan, Ukraine and
Russia)."
Carries out the position of the Professor (0.5 staff)
of the Department of Constitutional Law, Baku State University. On March 28,
2006 received the academic title of assistant professor.
In 2004-2007 continued education with doctoral studies
at Constitutional Law Department of Odessa State Legal Academy.
Since 2006 worked as expert at the Committee of Legal
Policy and State Construction of the Milli Majlis (Parliament) of the Republic
of Azerbaijan, since 2008 worked as the deputy chief of Department for
Legislation on State Construction of the Milli Majlis (Parliament) of the
Republic of Azerbaijan.
In 2002 he participated as a national expert in drafting
a report on the compliance of the legal system of the Republic of Azerbaijan
with the European Convention for the Protection of Human Rights and Fundamental
Freedoms.
He is the author of a number of scientific articles
and educational materials in the field of constitutional law.
On June 22, 2010 upon presentation of the President of
the Republic of Azerbaijan on the basis of the decision of Milli Majlis
(Parliament) he was appointed to the post of judge of the Constitutional Court
of the Republic of Azerbaijan.
In 2016 he was elected as a member at the European
Committee for the Prevention of Torture and Inhuman or Degrading Treatment or
Punishment (CPT).
On September 15, 2017 defended a doctoral dissertation
“The Constitutional Court of the Republic of Azerbaijan: theory and
practice" in the "Odessa Law Academy" National University.
On July 13, 2018 by the decision of the Higher
Attestation Commission under the President of the Republic of Azerbaijan he was
awarded the degree of the Doctor of Law.
By the Order of the President of the Republic of
Azerbaijan of July 9, 2018, he was awarded the “Taraggi” medal.
By the Order of the President of the Republic of Azerbaijan of May 27, 2019 he was awarded the jubilee medal “100th anniversary of the Azerbaijan Democratic Republic (1918-2018)”.
By the Order of the President of the Republic of Azerbaijan of July 13, 2023,
he was awarded the Order “For Service to the Motherland” of 3rd degree.
Married, has two children.
