On occasion of the 101^st anniversary of the birth of the National Leader of the Azerbaijani people, architect and creator of the modern independent Azerbaijan state, author of the first Constitution of independent Azerbaijan Heydar Aliyev, on May 3, a scientific and theoretical conference was held at the Constitutional Court on the topic "Modern theoretical and practical approaches to the protection of human rights and freedoms of the XXI century."

The conference was attended by judges of the Constitutional Court of the Republic of Azerbaijan and senior officials of the Staff, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan Sabina Aliyeva, Chairman of the Collegium of Advocates Anar Bagirov, Chairman of the Board of the Institute of Law and Human Rights Mohammed Guluzade, Dean of the Faculty of Law of Baku State University Zaur Aliyev, Dean of the Faculty of Economics of the Turkic World of Azerbaijan State Economic University Mehmet Yudzhe, representatives of the legal community and well-known scientists.

Chairman of the Constitutional Court Farhad Abdullayev, speaking at the event, spoke about the glorious life path passed by the Great Leader Heydar Aliyev, his substantive activities, invaluable historical merits in the development of modern Azerbaijan and the strengthening of national statehood, a great saving mission.

It was noted that one of the most prominent merits of the National Leader Heydar Aliyev to the people and the state is laying the foundation for the process of general state building. One of the significant events in the framework of this process - the adoption on November 12, 1995 by popular vote of the first Constitution of independent Azerbaijan - is directly related to the name of Heydar Aliyev. The Constitution of the Republic of Azerbaijan adopted by referendum made it possible to create a democratic civil society in the country, divide state power on the basis of democratic principles, prepare a new legislative framework, achieve the development of the foundations of a secular society and form a legal system in accordance with modern requirements. It was emphasized that in order to ensure the supremacy of the Constitution, which proclaimed the protection of human rights and freedoms as the highest goal of the state, and the protection by the state of human rights and freedoms enshrined in the Basic Law, the Constitutional Court of the Republic of Azerbaijan was established.

At the conference, it was said that the modern Azerbaijani state and people, confidently following the path of development based on the ideas and rich state heritage of the Great Leader Heydar Aliyev, are experiencing a glorious and instilling sense of pride in their history. The liberation of the occupied territories as a result of the grandiose Victory won by the valiant Azerbaijani army in the 44-day Patriotic War, and the implementation of anti-terrorist measures under the leadership of the President of the Republic of Azerbaijan, the victorious Supreme Commander-in-Chief Ilham Aliyev, as well as the restoration of sovereignty, gave rise to a new stage in our development. Thanks to the glorious Victory, the legal force of the Constitution and the rights of our citizens, enshrined in the Basic Law, were fully restored in the territory of Azerbaijan liberated from occupation.

It was emphasized that the restoration and creative work done in a short time on the lands liberated from occupation, the implementation of large-scale infrastructure projects, as well as the resettlement of residents in these territories serve as the personification of the political will of the President of the Republic of Azerbaijan Ilham Aliyev.

The speeches spoke about the far-sighted steps taken by the Great Leader Heydar Aliyev during the leadership of the country, that successful social, cultural, economic and intellectual investments laid the foundation for the independence of the people of Azerbaijan. It was also noted that the Great Heydar Aliyev left a mark in the memory of people and in history as the National Leader of the Azerbaijani people, a world-class public and political figure, a great thinker, the founder of an independent Azerbaijani state, a political leader who defended and developed the ideology of Azerbaijanism, expressed the will of the people, a brave and creative statesman.

In the practical part of the conference, the reports "The principle of subsidiarity of constitutional control bodies," "Improving the labor legislation of the Republic of Azerbaijan - the imperative of the times," "Ensuring human and civil rights and freedoms in the Constitutional Court of the Republic of Azerbaijan" and other topics were heard, topical issues of legal science were considered, a wide exchange of views took place.

At the end of the event, the Chairman of the Constitutional Court Farhad Abdullayev emphasized that the successful and based on national interests policy pursued today by President Ilham Aliyev as a continuation of the political heritage of the Great Leader Heydar Aliyev, ongoing state programs and large-scale projects serve the country's sustainable development, as well as strengthening Azerbaijan's position in the international arena. President of the Republic of Azerbaijan Ilham Aliyev, realizing the dreams and covenants of the Great Leader Heydar Aliyev, resolutely continued the path of salvation and increasing prosperity for Azerbaijan, turned our Motherland into a victorious country. The return of ancestral lands, the implementation of gigantic construction and restoration work in a short period of time and the resettlement of residents in the territories liberated from occupation instills a sense of pride in every citizen of Azerbaijan and inspires them to closely unite around the head of state and achieve new great successes.
