On April 19, within the framework of the complex of
events held in connection with the announcement of this year as the "Year
of Heydar Aliyev," the Constitutional Court held a scientific and
practical conference dedicated to the 100th anniversary of the
National Leader of the Azerbaijani people Heydar Aliyev on the topic
"Modern theoretical and practical approaches to the protection of human
rights and freedoms in the 21st century."
In his opening speech, Chairman of the Constitutional
Court Farhad Abdullayev spoke about the invaluable historical merits of the
great leader Heydar Aliyev, the founder of the modern Azerbaijan state, and his
great saving role, noting that after the restoration of independence of our
country there was a radical turning point in its political, socio-economic,
scientific and cultural life, and that the successes achieved in all areas were
the result of the policy of the brilliant leader Heydar Aliyev.
It was emphasized that during the restoration of our
independence, despite the fact that our country faced the threat of losing its
statehood due to Armenian aggression, external pressure and internal strife,
Heydar Aliyev showed incomparable selflessness in order to save his homeland
from socio-political fragmentation and anarchy, prevented the deep decline
observed in all areas, determined the path of sustainable development of the
newly formed state and used all opportunities to continuously protect the
interests of its people.
The Chairman stressed that the outstanding politician
Heydar Aliyev carried out important work in the name of independence and
development of the Motherland, national and moral prosperity of the people,
laid the foundations for legal, democratic and secular state building in
Azerbaijan. Legal state-building was defined as the main direction of
development, and under the leadership of the Great Leader, extensive judicial
and legal reforms were initiated in a short period of time, a new legal system
was formed based on democratic principles, and a fundamental basis was created
for the creation of new institutions to ensure the protection of human rights
and freedoms.
Farhad Abdullayev, speaking about the importance of
the rich state experience and political heritage of Heydar Aliyev's great
personality, noted that the Constitution, prepared in 1995 under the leadership
of the Great Leader and adopted in a popular referendum, contributed to the
development of statehood in our country, as well as the creation of a
democratic, the rule of law, civil society, has opened up ample opportunities
for the formation of a legal system that meets modern requirements, within the
framework of which, for the first time in our country, the institution of
constitutional justice was created.
It was noted that today the sacred ideas of the Great
Leader of Heydar Aliyev aimed at protecting the freedom and independence of the
Azerbaijani people are being implemented under the leadership of his worthy
successor, President Ilham Aliyev. The domestic and foreign policy of
Azerbaijan, rapidly developing in all spheres due to the purposeful activities
of the head of our state, which included our republic among the influential
states of the world, grandiose projects implemented for the benefit of the
country and the people, are a continuation of the political and managerial
heritage of Heydar Aliyev.
The judicial and legal reforms carried out in our
country under the leadership of President Ilham Aliyev, in accordance with the
political and legal ideas of Heydar Aliyev, serve to further strengthen the
rule of law and the rule of the Constitution, the development of a legal
society, as well as more active integration of Azerbaijan into the family of
civilized and developed states.
The Chairman drew attention to the fact that as a
result of the successful continuation of the purposeful domestic and foreign
policy and the strategy of army construction laid down by the Great Leader
Heydar Aliyev, in the modern era by Supreme Commander-in-Chief Ilham Aliyev,
the Azerbaijani Army won a historic victory in the 44-day Patriotic War. Thanks
to the qualities of the military leader, the strategic and diplomatic steps of
the head of state, the strength of the valiant army and the unity of the
people, the long-term occupation of our lands was stopped, territorial
integrity, historical justice and international law were restored. This Victory
created new realities in the region and the legal force of the Constitution was
restored on our lands liberated from occupation, thereby ensuring the
restoration of the constitutional rights of citizens in these territories.
It was noted that the strong and unconditional support
by the Azerbaijani people of the army, the active support by the citizens of
the country of the policy pursued by the head of state should be considered as
a clear example of political and national solidarity. Currently, President
Ilham Aliyev's visits to areas liberated from occupation, the laying by the
head of state of new strategic facilities and enterprises built as part of
construction work in these areas are of political, economic and moral
importance.
According to the Strategic Action Plan for the restoration
of territories completely destroyed during the occupation, infrastructure is
being created on the basis of new concepts, large-scale construction and
restoration work is being carried out, our ancient monuments and cultural
heritage are being restored with the direct participation of the First Vice
President of our Republic, President of the Heydar Aliyev Foundation Mehriban
Aliyeva.
The event was attended by Judges of the Constitutional
Court of the Republic of Azerbaijan and senior officials of the Administrative
Office, the Commissioner for Human Rights (Ombudsman) of the Republic of
Azerbaijan Sabina Aliyeva, Rector of the Academy of State Administration under
the President of the Republic of Azerbaijan Urkhan Alekperov, Chairman of the Bar
Association Anar Bagirov, deputies of the Milli Mejlis (Parliament) Amina
Agazade, Nurlan Hasanov, Elnur Allakhverdiyev, Bahruz Maharramov, as well as a
number of prominent figures in the field of law, scholars and public figures.
The speakers noted that Heydar Aliyev's return to
power was the beginning of a new stage in the history of our country. The
forward-looking steps taken during the leadership of Azerbaijan by the Great
Leader, powerful social, cultural, economic and intellectual investments founded
in Azerbaijan, created the basis for the independence of the Azerbaijani people
in the future. Heydar Aliyev, who has deep thinking, played an exceptional role
in promoting the rich values of our people and gaining a worthy position in the
system of international relations with his thoughtful and courageous decisions.
Further, in the practical part of the conference,
reports were presented on the topics "The Role of the Great Leader Heydar
Aliyev in the Creation of the Institute of Ombudsman in Azerbaijan,"
"Heydar Aliyev - as the founder of the Independent Bar Association of
Azerbaijan, “Heydar Aliyev and Legal State Building in Azerbaijan”, “Role of
the Constitutional Court of the Republic of Azerbaijan in the development of
values enshrined in the Constitution”, “Role of the Center for Legal Expertise
and Legislative Initiatives in the Field of Human Rights Protection”, as well
as other legal topics, an exchange of views took place.
Concluding the event, Farhad Abdullayev emphasized
that today the bright memory of Heydar Aliyev, the founder of independent
Azerbaijan, who successfully brought his people out of difficult historical
trials, is remembered by each of us with deep respect and respect. Independent
Azerbaijan is the sacred gift of the Great Leader to the current and future
generations, and his rich and diverse heritage is the national treasure of our
people. The successful policy of the ingenious personality of Heydar Aliyev,
designed for the bright future of our country, continues successfully today
under the leadership of his political successor Ilham Aliyev in accordance with
the demands of the times. Having signed up for many new projects in the world,
Azerbaijan is becoming an invincible and strong state, comprehensively
developing and walking from one victory to another. The Constitutional Court,
whose creation is connected with the name of the National Leader of our people,
will continue to constantly try to contribute to the development of our legal
