Fikrat Farrukh oglu Mammadov was born on 1 July
1955 in Baku city and graduated from secondary school No. 23 in Baku.
In 1977, he graduated from the Law faculty of
Moscow State University, named after M.V. Lomonosov, and in 1988, from the Baku
Higher Party School (currently Academy of Public Administration under the
President of the Republic of Azerbaijan).
He started his career in 1977 as Assistant
District Prosecutor, then served as Investigation Department Prosecutor of the
Baku City Prosecutor’s Office, as Senior Prosecutor and as Director of the
Organization and Supervision Department of the Republican Prosecutor’s Office,
from this position he was transferred to the position of Instructor for the
work with law enforcement agencies in the Department of Administrative Bodies
of the Central Committee of the CP of the Republic of Azerbaijan.
Later, he served as Director of the Legal Support
Department of the Prosecutor General’s Office of the Republic of Azerbaijan, as
Prosecutor of the Sumgayit city, and in 1994-2000 as Deputy Prosecutor General.
He was awarded with the title of the “Honorary Employee of Prosecutor’s
Office”.
In April
2000, he was appointed to the post of the Minister of Justice of the Republic
of Azerbaijan and was reappointed to this position for 4 times during formation
of the new Governments.
He holds the higher special rank of State
Counselor of Justice of 1st degree.
From 2000 till 2023, he was the Chairman of the
Judicial-Legal Council, having been re-elected for this post several times.
He was a member of the Working Group of the
Commission on Legal Reforms chaired by National Leader Heydar Aliyev, and
presently is a member of the Anti-Corruption Commission of the Republic of
Azerbaijan.
He is a Senator and Honorary Member of the
International Association of Prosecutors, the Vice-President of the
International Association of Anti-Corruption Authorities.
He was elected the 1st Vice-President and
Vice-President of the UN Congress on Crime Prevention and Criminal Justice,
held every 5 years.
On 23 February 2024 based on the submission of
the President of the Republic of Azerbaijan Mr. Ilham Aliyev, the Milli Majlis
of the Republic of Azerbaijan appointed him a Judge of the Constitutional Court
of the Republic of Azerbaijan.
By the Order of the President of the Republic
of Azerbaijan dated 30 June 2005 he was awarded the “Shohrat” (“Honor”) Order.
By the Order of the President of the Republic
of Azerbaijan dated 21 November 2008 he was awarded with the Honorary Title of
“Distinguished Lawyer of the Republic of Azerbaijan”.
On 30 June 2015 he was awarded with the
“Honorary Diploma of the President of the Republic of Azerbaijan”.
By the Order of the President of the Republic
of Azerbaijan dated 20 November 2018 he was awarded the "For Service to
the Fatherland" Order of 1st degree.
By the Order of the President of the Republic
of Azerbaijan dated 2 February 2024 he was awarded the Jubilee Medal “100th
Anniversary of Heydar Aliyev (1923-2023).”
Mr. Mammadov represented the Republic of
Azerbaijan at many international conferences and forums, delivered keynote
addresses, and received the medals and other awards from international
organizations and foreign states.
He is the author of the book “Azerbaijani
justice on the path of sustainable development” and a study guide of the same
title.
He is married and has 4 children.
