Was born on January 1, 1948 in Lagodekhy city of the Republic of Georgia. In 1971 he graduated from the law faculty of Azerbaijan State University.

He began his professional activity in 1971 at the Supreme Court of the Republic of Azerbaijan. From 1971 to 1985 he worked as chief advisor and head of department at the Supreme Court of the Republic of Azerbaijan. In 1985-1990 he worked as judge of the Supreme Court of the Republic of Azerbaijan. From 1990 to 1992 he worked on various positions in bodies of Justice and Prosecutor’s Office of the Republic of Azerbaijan. In 1992-1998 he worked on the position of Head of Department of the Supreme Court of the Republic of Azerbaijan.

On July 14, 1998 he was appointed to the post of Judge of Constitutional Court of Azerbaijan Republic by the decision of Milli Majlis of the Republic of Azerbaijan.

On July 12, 2003 by the Decree of the President of the Republic of Azerbaijan he was awarded with the Medal of “Taraggi”. 

By the Decree of the President of the Republic of Azerbaijan 28 December 2007 he was granted the honorary title “Honoured Lawyer” for his longstanding activity within the Judiciary of the Republic of Azerbaijan and exemplary execution of duties of judge.

On June 22, 2010 he was repeatedly appointed to the post of Judge of Constitutional Court of the Republic of Azerbaijan by the decision of Milli Majlis of the Republic of Azerbaijan.

By Decree of the President of the Republic of Azerbaijan of December 17, 2017 he was awarded with the "Honorary Diploma of the President of the Republic of Azerbaijan".

By Decree of the President of the Republic of Azerbaijan of May 27, 2019 he was awarded with the jubilee medal “100th anniversary of the Azerbaijan Democratic Republic (1918-2018)”.

Married, has two children.
