Rovshan
Ismaylov was born on May 8, 1971 in Baku.
In
1994 he graduated with honors the faculty of law of Baku State University.
Since
1994 worked as the lecturer at the department of "Constitutional law"
of Baku State University, and in 2006 was promoted to the post of the senior
lecturer of the department.
In
1995 was a member of working group of the Commission on drafting Constitution
of the Republic of Azerbaijan.
In
2005 (January-August) in the frames of Fulbright Programme he conducted
scientific researches in University of Indiana, USA.
In
February 2006 by the decision of Milli Majlis he was appointed as a member of
Central Election Commission of the Republic of Azerbaijan.
In
2008-2017 he was a member of the Commission against Racism and intolerance of
the Council of Europe (ECRI).
On
June 22, 2010 upon presentation of the President of the Republic of Azerbaijan
on the basis of the decision of Milli Majlis he was appointed to the post of
judge of Constitutional Court of the Republic of Azerbaijan.
Since
2017 he is a member of the Venice Commission of Council of Europe.
On July 10, 2018 by the Decree of the President of the Republic of Azerbaijan he was granted the honorary title “Honoured Lawyer” for his longstanding activity within the Judiciary of the Republic of Azerbaijan.
By the Order of the President of the Republic of Azerbaijan of May 27, 2019 he was
awarded with the jubilee medal “100th anniversary of the Azerbaijan Democratic
Republic (1918-2018)”.
Married, has two children.
