On January 28, 2020 under the chairmanship of Farhad Abdullayev, was held a reporting meeting of Administrative Office of the Constitutional Court of the Republic of Azerbaijan on the results of 2019.

Opening the meeting, Chairman Farhad Abdullayev, noted that the Plenum of Constitutional Court had adopted a number of important decisions in connection with requests, appeals and complaints received last year. He reported that the Constitutional Court had also received requests and appeals relating to 2019. A total of 2,850 complaints were received during the reporting period, including 909 online complaints. It was noted that there was an increase in the number of applications and letters received online through the official website of the Constitutional Court. Decisions and judgments of the Plenum of Constitutional Court give a legal assessment of legal conflicts in the civil, criminal, labour, tax and legal spheres in accordance with the Constitution of the Republic of Azerbaijan.

At the meeting the speeches of the senior executives of Administrative Office, reports of the heads of relevant departments and sectors of Administrative Office were heard. Reports on the legal aspects involved in requests, appeals and complaints to the Constitutional Court, the implementation of decisions adopted by Court, the preparation of analytical reports and conclusions were also heard, as well as organizational issues were discussed.

It was stressed that in the past year international cooperation in the judicial and legal sphere of the Constitutional Court had been further developed. The Plenum of Constitutional Court in all its decisions, in parallel with domestic legislation, pays attention to international legal treaties to which the Republic of Azerbaijan is a party to, as well as to the case-law of the European Court of Human Rights.

The Chairman noted that the Decree of the President of the Republic of Azerbaijan “On extension of reforms in the judicial-legal system” of April 3, 2019 and especially important aspects on improvement of efficiency of justice, reflected in the Constitution and the Decree, defined important directions of activity of the Constitutional Court.

Farhad Abdullayev noted that this Decree of the Head of State is an important legal basis for the beginning of a new stage in the development of the judicial-legal system.

The Chairman pointed out that the positive changes that had taken place in recent years in connection with the development of justice had been made possible by the implementation of comprehensive measures in that area. Documents of a programmatic nature have been adopted to modernize the judicial system as a whole, and important steps have been taken to renew the infrastructure and strengthen the material and technical base of the courts and to form a new generation of lawyers.

It was also noted that last year the official web page of the Constitutional Court was updated. Meeting modern requirements, the new web page creates even more opportunities for reception of applications and complaints of citizens and their prompt consideration.

It was brought to the attention that on the occasion of the 100th anniversary of the Azerbaijan Democratic Republic the judges of the Constitutional Court were awarded the jubilee medal. On behalf of the employees, the Chairman once again expressed his deep gratitude to the President of the Republic of Azerbaijan Ilham Aliyev for his great attention and concern for the activity and collective of the Constitutional Court. Farhad Abdullayev noted that the collective will continue to work hard to justify this high confidence with dignity.

The importance of careful examination of citizens' applications and complaints in the relevant departments of Administrative Office, guided by the opinion of President Ilham Aliyev that “the focus of State policy of the Republic of Azerbaijan is a citizen of Azerbaijan, so all State structures should be very attentive to the complaints of citizens” was stressed.

It was noted that the Constitutional Court carefully heard and examined citizens' appeals, appropriate measures are taken to resolve the issues, raised in the appeals, in accordance with the law. Also the serious attention should be paid to the examination of applications and complaints submitted to the Constitutional Court in 2020.

Farhad Abdullayev noted that the legal reforms carried out under the leadership of President Ilham Aliyev promote the development of society and contribute to the improvement and modernization of the judicial system. By creating conditions for more effective protection of the rights and freedoms of citizens enshrined in the Constitution, they serve as a positive influence on the application of laws in the legal sphere.

The Chairman noted that in the speech of the President of the Republic of Azerbaijan on February 1, 2019 at the meeting dedicated to the Day of Azerbaijani Youth, the tasks of the State authorities were to make more effective use of the potential of young people and to develop the volunteer movement in the country. In this regard, on February 12, the Chairman of Constitutional Court signed an order establishing a Working Group to organize volunteer activities in the Court 's Administrative Office. During the year, special certificates and characteristics were handed over to 17 volunteers involved in volunteer activities in the Constitutional Court.

The Chairman emphasized that the Constitutional Court, guided by the Order of the Head of State of December 30, 2019 declaring 2020 the "Year of Volunteers" in Azerbaijan, will further develop work with volunteers in this year.

It was reported that a review letter had been sent to all courts on the legal application and clear understanding of the issues arising from the results of the previous year, as well as the legal positions of the Constitutional Court.

Summing up the results of the reporting session, the Chairman of Constitutional Court positively considered the work carried out in 2019, made appropriate recommendations to increase efficiency in the activities of the structure and instructed the Administrative Office in connection with the clear implementation of the tasks.
