On February 6, 2019 under the chairmanship of Farhad Abdullayev, was held a reporting meeting of the Administrative Office of the Constitutional Court of the Republic of Azerbaijan on the results of 2018.

Opening the meeting, Chairman Farhad Abdullayev said that last year, the Plenum of the Constitutional Court of Azerbaijan adopted 29 decisions and rulings affecting legal relations and having binding force and 493 rulings adopted by Chambers.

It was reported that the Constitutional Court of the Republic of Azerbaijan received 4 requests, 10 appeals and 2,419 complaints. It was also noted that the number of online applications and letters to Constitutional Court's official website has been increased.

In the decisions and rulings of the Plenum of Constitutional Court, the legal assessment of the provisions of the Constitution of the Republic of Azerbaijan on legal collisions in civil, criminal, labor, tax and other spheres were given.

At the meeting the speeches of the senior executives of Administrative Office, reports of the heads of relevant departments and sectors of Administrative Office were heard. Reports on the legal aspects involved in requests, appeals and complaints to the Constitutional Court, the implementation of decisions adopted by Court, the preparation of analytical reports and conclusions were also heard, as well as organizational issues were discussed.

It was stressed that in the past year international cooperation in the judicial and legal sphere of the Constitutional Court had been further developed.

It was also stressed that the Plenum of Constitutional Court in all its decisions, in parallel with domestic legislation, pays attention to international legal treaties to which the Republic of Azerbaijan is a party to, as well as to the case-law of the European Court of Human Rights. It was noted that in 2018 the Constitutional Court joined the Supreme Courts Network.

It was also mentioned that last year the Constitutional Court, establishment of which is connected with the name of the great leader Heydar Aliyev, celebrated its 20th anniversary. On the occasion of this anniversary, by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev of July 10, 2018 judges of the Constitutional Court and a group of employees of the Administrative Office were awarded honorary titles and medals. The Chairman emphasized that these high awards, along with confidence in the staff of Constitutional Court, mean a great responsibility for all judges and Administrative Office of Court

It was noted that President of the Republic of Azerbaijan Ilham Aliyev has signed a number of important decrees and orders providing for bringing the national legislative framework in line with the modern legal system. Under the leadership of the Head of State, steps are being taken to steadily development of international relations. All these confirm the rapid development of Azerbaijan, the leading country in the region, and strengthening its position in the international arena.

President Abdullayev, taking as a basis the words of President Ilham Aliyev “The state policy of the Republic of Azerbaijan is based on a citizen of Azerbaijan and in this regard all state structures should pay special attention to citizen’s appeals” instructed certain departments of the Administrative Office to consider applications and complaints from citizens with special attention. It was noted that according to the instructions of the President of the Republic of Azerbaijan regarding the reception of citizens by the state bodies and their attentive attitude to the appeals, the Constitutional Court considers cases in detail and carefully and takes all necessary measures to address issues related to them. It was stressed that the Constitutional Court will continue to pay special attention to the incoming appeals and complaints.

Chairman of Constitutional Court Farhad Abdullayev also noted that in 2018, a number of important state and international events were held in the country, including the election of the President of the Republic of Azerbaijan, the 95th anniversary of the Great Leader Heydar Aliyev, the 100th anniversary of the Azerbaijan Democratic Republic, as well as an international conference dedicated to the anniversary of the establishment of Constitutional Court.

Farhad Abdullayev mentioned that under the leadership of President Ilham Aliyev, legal reforms, which are aimed at the development of the entire society, contribute to the improvement and modernization of the judicial system. This, in turn, creates conditions for more effective implementation of citizens' rights and freedoms enshrined in the Constitution.

In connection with the issues following the results of 2018, a review letter was sent to all courts regarding the application of the law.

Summing up his speech, the Chairman of Constitutional Court, in addition to positively evaluating the work done in 2018, in order to improve the efficiency of the departments of the Administrative Office, gave certain instructions in connection with the cases being under consideration by the judges, and also gave a number of instructions in connection with the tasks facing the Administrative Office.
