On January 30, under the chairmanship of Farhad Abdullayev, a reporting meeting of the Office of the Constitutional Court was held on the results of activities for 2025.

Opening the meeting, Farhad Abdullayev noted that last year two significant events were noted in the history of Azerbaijani statehood - the fifth anniversary of the historical Victory in the Second Karabakh War and the thirtieth anniversary of the adoption of the first Constitution of the independent Azerbaijani state.

It was brought to the attention that, guided by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev on the proclamation of 2025 as the "Year of the Constitution and Sovereignty" in the Republic of Azerbaijan, the Constitutional Court implemented a number of important measures in the reporting year.

The Chairman particularly emphasized that the memorable events of the past year included the international conferences dedicated to the 30th anniversary of the Constitution, held on July 16 and November 12, as well as the first Congress of the Conference of Constitutional Jurisdictions of the Turkic World (TURK-AY). It was noted that within the framework of the Congress, the Baku Declaration was signed, which contributed to the development of co-operation in the field of constitutional justice between the Turkic states and emphasized the importance of legal interaction between the constitutionally significant bodies of these countries. In addition, memoranda of understanding were signed between the Constitutional Court of the Republic of Azerbaijan and the Constitutional Court of the Republic of Türkiye, as well as between the Constitutional Court of the Republic of Azerbaijan and the Federal Supreme Court of Iraq.

Chairman Farhad Abdullayev noted that as a result of the Victory won by the glorious Azerbaijan Army under the leadership of the Victorious Supreme Commander-in-Chief Ilham Aliyev, the supremacy of the Constitution was ensured throughout the republic. Thanks to this historical Victory, the principle enshrined in Article 11 of the Constitution "The territory of the Republic of Azerbaijan is united, inviolable and indivisible." became a reality, and the supremacy of international law and its fundamental principles was ensured. At the same time, the 30th anniversary of the Constitution and the 5th anniversary of the great Victory are not just memorable dates, but a call for high responsibility. We are faced with the task of protecting the values   of the Basic Law and passing them on to future generations.

It was also noted that as a symbolic expression of the state's commitment to the constitutional values   and achievements of independent Azerbaijan on the path of development, the head of state established the jubilee medal of the Republic of Azerbaijan "30th anniversary of the Constitution of the Republic of Azerbaijan (1995-2025)." In accordance with the Decree, the Chairman of the Constitutional Court awarded persons who contributed to the drafting, improvement and promotion of the Constitution, the development of the legislative and legal system, ensuring the supremacy of the Constitution of the Republic of Azerbaijan, strengthening state independence, protecting the fundamental rights and freedoms of man and citizen, as well as the formation and development of constitutional ideas and principles and having special services to the state.

It was noted that the Plenum of the Constitutional Court last year adopted a number of important decisions at the request of the Supreme Court, the General Prosecutor's Office, the Commissioner for Human Rights (Ombudsman), as well as appeals from the courts. In addition, the Plenum adopted significant decisions and rulings on constitutional cases. These decisions provide official interpretations of the norms of criminal and criminal procedure, civil and civil procedure legislation, as well as labor, administrative and other branches of law, and provide practical explanations for the bodies ensuring their implementation.

It was also noted that an initial version of the new electronic platform was developed, planned for implementation in the Constitutional Court and based on the use of artificial intelligence. The new system, in addition to ensuring information security, will perform a number of key functions, including the rapid search for information and preparation of documents using artificial intelligence without access to the Internet, as well as the organization of operational exchange of information between employees, which will greatly simplify work processes.

During the meeting, speeches were heard from the leadership of the Office, reports from the heads of the relevant departments and sectors of the Office, as well as reports on the legal aspects of requests, appeals and constitutional complaints examined by the Constitutional Court. The issues of execution of decisions adopted by the court, submitted analytical reports and conclusions, as well as organizational issues were discussed.

In his closing remarks, the Chairman noted that the Constitutional Court will continue to make every effort to properly exercise its powers in support of the multifaceted and consistent activities of President Ilham Aliyev aimed at ensuring the supremacy of the Basic Law, authored by the Great Leader Heydar Aliyev, strengthening a democratic and legal state, and protecting the rule of law. It was emphasized that the Constitutional Court will continue to promote the development of legislation in accordance with the literal meaning and spirit of the Constitution, taking into account modern socio-political reality.

Then a wide exchange of views took place on the results of 2025, as well as on the proposals and comments made.

At the end of the reporting meeting, Farhad Abdullayev, giving a positive assessment of the work done in 2025, voiced the relevant instructions and recommendations to the staff of the Office aimed at increasing the efficiency of the court.
