On
August 27, Chairman of the Constitutional Court of the Republic of Azerbaijan
Farhad Abdullayev participated in the IV Congress of the Association of Asian
Constitutional Courts and Equivalent Institutions on the topic “The XXI century
Constitution - the rule of law, the value of person and the effectiveness of
the State” organized by the Constitutional Council of the Republic of
Kazakhstan and held in an online format.
At the
beginning of the event, a letter from the first President of the Republic of Kazakhstan
Nursultan Nazarbayev addressed to the participants of the Congress was read
out.
Then
the President of the Republic of Kazakhstan Kassym-Jomart Tokayev spoke, noting
that the Congress coincided with the 25th anniversary of the
adoption of the Constitution of the country, emphasizing the role of the Basic
Law in the creation and development of the new legal system of the Republic.
Chairman
of the Constitutional Council of Kazakhstan, currently head of the Association
Kairat Mami, President of the Venice Commission of the Council of Europe Gianni
Buquicchio, Chairman of the Court of the Eurasian
Economic Union Zholymbet Baishev, General Director of the German Foundation for International Legal Cooperation (IRZ) Dr.

Szabó also delivered opening speeches.
In the
practical part of the event, the chairmen and judges of the Constitutional and
Supreme Courts of Kazakhstan, Turkey, Russia, Ukraine, Latvia, Korea,
Indonesia, Kyrgyzstan, Thailand, Pakistan, India and other countries presented
reports on the following topics: The role of constitutional control bodies in
ensuring the rule of law; Human rights protection in the conditions of COVID-19
pandemic; Protecting democratic values and human rights in an era of digital
transformation; Development of the modern state and other topics.
Chairman
of the Constitutional Court of the Republic of Azerbaijan Farhad Abdullayev
made a presentation at the Congress on “Some aspects of the implementation of
constitutional justice in the Republic of Azerbaijan during the pandemic.”
As a
result of the event, a Declaration of the Congress was adopted.
The Declaration
reflects the role of constitutional control bodies in protection of constitutional
values, the process of improving the legislation of the member states of the
Association, ensuring the rights of citizens in legal proceedings during the
pandemic and other legal issues.
At the
suggestion of the Constitutional Court of the Republic of Azerbaijan, the
fundamental principles of international law, such as the territorial integrity
of countries and the inviolability of borders, were unanimously supported by
the Constitutional and Supreme Courts of the participating countries and included
in the text of the Declaration.
The Declaration was
unanimously signed by the constitutional justice bodies of the Association.
