Was born on March 28, 1952 in Oglangala village of Sharur district of Nakhichevan Autonomous Republic. In 1970-1972 he served at the Soviet Army. In 1979 he graduated from the law faculty of Azerbaijan State University.

He began his professional activity in 1979. From 1979 to 1993 he worked at the Prosecutor’s Office of Azerbaijan Republic on the positions of the investigator, investigator for cases of special importance, Prosecutor’s assistant, Prosecutor of Section and Prosecutor of Department. From 1993 to 1995 he was Prosecutor of Nakhichevan Autonomous Republic and from 1995 to 2000 he worked on the position of the First Deputy Prosecutor of Azerbaijan Republic.

On March 22, 2002 by the decision of Milli Majlis of Azerbaijan Republic he was appointed to the post of Judge of Constitutional Court of Azerbaijan Republic.

On Aprel 06, 2012 he was repeatedly appointed to the post of Judge of Constitutional Court of the Republic of Azerbaijan by the decision of Milli Majlis of the Republic of Azerbaijan.

On July 10, 2018 by the Decree of the President of the Republic of Azerbaijan he was granted the honorary title “Honoured Lawyer” for his longstanding activity within the Judiciary of the Republic of Azerbaijan.

The Order of the President of the Republic of Azerbaijan of April 4, 2022 he was awarded with the Order of “Shoxret”.

He is author of two books. He actively assisted in translation from Arabic, Farsi, Hellenic and Russian languages into Azeri and publication of literature of famous philosophers of the Middle East and Ancient Greece: Cicero, Plato, Gazalin, Einagulzad Hammadi, El-Farabi, Mansur al-Hallaj, Sarraj Tusi, El-Kindi, Ibn Sin and others.

By the Order of the President of the Republic of Azerbaijan of May 27, 2019 he was awarded with the jubilee medal “100th anniversary of the Azerbaijan Democratic Republic (1918-2018)”.

Married, has two children.
