On May 7, 2018 an event was held at the Constitutional Court on the occasion of the 95th Anniversary of National Leader Heydar Aliyev, the architect and founder of the modern independent Azerbaijan state, the author of our first national Constitution.

At first, the memory of the great leader was honoured by moment of silence.

The Chairman of the Constitutional Court Farhad Abdullayev who has made a speech at event has told about activity of the Great Leader Heydar Aliyev"s activity during the USSR, unprecedented merits for the development of Azerbaijan and strengthening of national statehood. It was stated that the name of this genius who ruled Azerbaijan at the end of XX century - beginning of the XXI century was engraved on the history of our people as a great savior. Since the first day of beginning of the post of the head of Azerbaijan during the Soviet times, Heydar Aliyev focused on the necessity of settlement of urgent issues concerning future of the Republic showing a new approach that has been different from those who have been in this post prior to him.  The far-seeing steps taken by Heydar Aliyev during his leadership in Azerbaijan, the strong social, cultural, economic and intellectual capital laid in Azerbaijan became the important national potential, paved the way for finding by our people of independence.

It was noted that great leader Heydar Aliyev has always been interested in the development and implementation of economic policy and the dynamic development of the economy. Heydar Aliyev"s oil strategy is in the first place in this direction. The "Contract of the Century", signed on September 20, 1994, was one of the main components of the great leader Heydar Aliyev"s oil strategy. On November 18, 1999 at the OSCE Istanbul Summit, the Presidents of Azerbaijan, Georgia and Turkey signed an agreement on the transportation of oil via the Baku-Tbilisi-Ceyhan main export pipeline. The pipeline, which began its operation in the summer of 2006, was named after Heydar Aliyev. As a result of implementation of the National Leader"s oil strategy, the Republic of Azerbaijan has become one of the world"s major oil production center.

Farhad Abdullayev noted that in the first years after the restoration of its independence, Azerbaijan faced with military aggression, occupation of 20% of our lands, economic recession, political instability, legal uncertainty, indiscipline in the army and other problems. Demonstrating a decisive political will during an important period for the Azerbaijani statehood, the need for a historical personality that could secure the country"s national interests resulted in the return of Heydar Aliyev, the architect and founder of modern independent Azerbaijan state, to the country"s leadership under the persistent demand of people. The Great Leader has rescued Azerbaijan from the threat of civil war, social and political anarchy through its visionary and purposeful activity, combining our people around the idea of ​​independent Azerbaijan and ​​Azerbaijanis fulfilled its historical mission. From this period, the legal state building and establishment of civil society were defined as the main directions of the development of the Republic of Azerbaijan.

The Chairman stressed that under the leadership of great leader Heydar Aliyev, who set up the legal state building as the main focus of his development, large-scale judicial-legal reforms were implemented in Azerbaijan in a short time, the legal system inherited from the Soviet times was founded on completely new, democratic principles, several new establishments were created in the institutional level and significant achievements were won in the field of rapid integration into the international community. The Constitution of the Republic of Azerbaijan prepared and adopted by the leadership of national leader Heydar Aliyev on November 12, 1995 through the national voting which was one of the most important events on the background of the ongoing reforms in our country gave wide opportunities for the creation of a democratic, legal state, civil society in the country and formation of the legal system according to the modern requirements.

Farhad Abdullayev noted that after adoption of the Constitution in our country became possible the carrying out of large-scale judicial and legal reforms for ensuring of rule of law, protection of the rights and fundamental freedoms of the person, formation of the professional judicial case, ensuring of realization of the principles inherent to democratic, constitutional state, in criminal and civil legal proceedings. Due to the reforms carried out, a new triangular judicial system has been established in our country, the legislative system has been adapted to international standards and necessary conditions for activity of judges on the basis of the bases of independence of judicial authority and the status of judges enshrined in the legislation are created.

It was noted that on July 14, 1998, in order to ensure the supremacy of the Constitution, which proclaimed the protection of human rights and freedoms as the supreme goal of the state, the Constitutional Court of the Republic of Azerbaijan was established. Establishment of the Constitutional Court is connected with the name of the Great Leader. From the first day of its activity the Constitutional Court, established by Heydar Aliyev, has trying to fulfill its duties decently, to carry out its responsible work and constantly improve the activity. The large-scale judicial-legal reforms, laid down by the national leader Heydar Aliyev, have been successfully continuing by launching in a qualitatively new stage.

It was noted that the establishment of the Heydar Aliyev Foundation has become a historic achievement for the realization of the highest goals addressed by the Azerbaijan state to society. From the day of establishment, the objectives of the Foundation have been greatly distinguished. The Foundation, headed by the First Vice President of the Republic of Azerbaijan, Mrs. Mehriban Aliyeva, primarily focused on all areas related to the life, health and education of citizens. The objectives were so clear and high that the Heydar Aliyev Foundation in a short time become a hope for everyone who needs help and supported the implementation of the ideas set by the Great Leader in recent years for the social-economic, cultural progress of the country, integration into the civilized world, improvement of material well-being of the people.      

Judge of the Constitutional Court, Sudaba Hasanova spoke about the rich life and activity of Heydar Aliyev, being example for generations, noted that his meaningful life is an unexampled model for every one of us, have emphasized his invaluable merits before the people and the country, the successful steps has been taken by him in the path of democracy and independence of Azerbaijan, shared memories with participants of the event.

At the end of the event, Chairman Farhad Abdullayev said that as a result of the policy pursued by the leadership of President Ilham Aliyev who successfully keeps on political line of great leader Heydar Aliyev, Azerbaijan, has taken a worthy place in the international scale, rapidly developing in all spheres, settled down among the worlds’ developed countries.  Judicial-legal reforms carried out in our country under the leadership of President Ilham Aliyev today serve to further consolidation of the lawfulness and rule of law, more active integration of Azerbaijan in the world community and promotion of democratic image of our country. Successful reforms carried out in all spheres under the leadership of President Ilham Aliyev and achieved results greatly increased the confidence of the people to the tomorrow. This policy made great assurance continuation of Heydar Aliyev"s path decently, being independent Azerbaijan which was founded by him in safe hands. The results of the presidential elections held on April 11 once again demonstrated the confidence of the people to Ilham Aliyev.

At the end a documentary film about meaningful life and rich political activity of national leader Heydar Aliyev was demonstrated.
