Today marks the 24th Anniversary of the
beginning of the activity of the Constitutional Court of the Republic of
Azerbaijan, established on July 14, 1998 at the initiative of the great leader
Heydar Aliyev.
In this regard, a delegation of judges and senior
staff of the Constitutional Court headed by Chairman Farhad Abdullayev visited
the city of Shusha to announce decisions on 3 cases examined at the Plenum of
the Court.
Opening the session of the Constitutional Court,
Chairman Farhad Abdullayev noted that by order of the President of the Republic
of Azerbaijan Ilham Aliyev of January 5, 2022, given the historical
significance of the city of Shusha for the Azerbaijani people, its high
cultural and spiritual values 2022 was declared the "Year of the city of
Shusha" in the Republic of Azerbaijan.
The Chairman spoke about the implementation of major
projects to restore the historical appearance of the city of Shusha, declared
the cultural capital of Azerbaijan.
It was brought to the attention that 270-year-old
Shusha, which is the cultural capital of Azerbaijan, has always been famous as
a city of prosperity of our culture. The development of various spheres of
craftsmanship and art played an important role in the prosperity and
glorification not only of the Karabakh region of Azerbaijan, but, in general,
of our entire country. Shusha is the land of outstanding personalities who have
made an invaluable contribution to the development of Azerbaijani literature
and culture.
The Chairman stressed that thanks to the strength and
power of the President of the Republic of Azerbaijan, the victorious Supreme
Commander-in-Chief Ilham Aliyev, both in the political arena and on the
battlefield, Azerbaijan has restored historical justice. Our country has
demonstrated its political and military power to the whole world. As a result
of 44 days of military operations, the Azerbaijani people won the historic
Victory, our country restored its territorial integrity.
It was noted that the legal force of the Constitution
of the Republic of Azerbaijan, the author of which is the great leader Heydar
Aliyev, has been restored in the territories liberated from occupation. The liberation
from the occupation of our lands also ensured the restoration of the
constitutional rights of citizens.
The Chairman noted that the glorious Victory inspires
each of us, calls for greater responsibility in the work. The Constitutional
Court in its activities will continue to strive to ensure the rule of the
Constitution and the constant fulfillment of the tasks set for the court by the
head of state. As always, the Constitutional Court of the Republic of
Azerbaijan will support the progressive activities of President Ilham Aliyev to
protect the provisions of the Constitution, strengthen our independent state,
and further improve the material and spiritual well-being of our people.
Concluding his speech, the Chairman, referring to the
participants of the event, said that the Constitutional Court of the Republic
of Azerbaijan published the decisions examined by the Plenum of the Court: based
on the inquiry of the Prosecutor's Office of the Republic of Azerbaijan - on interpretation
of Articles 73-1, 178 and Article 312 of the Note part of the Criminal Code of
the Republic of Azerbaijan in their interrelation, based on the appeal of the
Yasamal District Court of Baku city - on interpretation of Articles 66.5 and 67
of the Criminal Code of the Republic of Azerbaijan in their interrelation and
on the complaint of N. Guseynbekov, who is the veteran of the First Karabakh
War, - on verification of conformity of the decision of the Administrative
Collegium of the Supreme Court of the Republic of Azerbaijan of November 24,
2020 with the Constitution and the laws of the Republic of Azerbaijan.
Then the staff of the
Constitutional Court visited the Shusha fortress, the Natavan spring, the
riddled with bullets sculptures of Uzeyir Hajibeili, Khurshidbanu Natavan and
Bulbul on the central Shushi square, the Yuhara Govhar Agha mosque, the Bulbul
house-museum, the Museum Mausoleum of the great Azerbaijani poet Molla
Panah Vagif, Jidir Duzu plain, got acquainted with Shusha, which was declared
the capital of our culture.
